KIRK R. WILHELM, CPP (Certified Protection Professional)
Mr. Wilhelm is a diversified security management professional with over 35 years of experience serving both public law enforcement and the private sector. He is also an author, educator and experienced trainer. He was proud to have been associated with Lakeland Community College, in Mentor Ohio as a part-time faculty member from 1983 - 2001.
Mr. Wilhelm has 15 years of experience as a laboratory biosecurity Manager, Responsible Officer and Facility Security Officer with major research and applied biological laboratories in Kansas City, MO., Rockville, MD., Palm Bay, Florida, and Frederick MD. Currently he serves as a Senior Biosecurity Program SME, interacting on a daily basis, with a host of government agencies, departments and individuals, to include; DoD, CDC, USDA, DHS, HHS, FDA, EPA, FBI, among a number of others. Additionally, he has been a Responsible Officer and Alternate Responsible Officer under the USDA/CDC Biological Select Agent Program. Mr. Wilhelm has designed and delivered comprehensive Biosecurity Assessments and training for a diversified number of biological laboratories within the former Soviet Union countries, southern Asia and Southeast Asia under the Biological Threat Reduction Program for the Defense Threat Reduction Agency and CDC. As a result of this activity, Mr. Wilhelm created a unique Bio-Risk assessment model that is utilized when assessing high containment laboratories. He is also recognized as a security expert in the areas of government security contract compliance, Operational Security (OPSEC), Work Place Violence Prevention, Counter Intelligence Analysis, and Chemical and Biological security protocols. In 2004, Mr. Wilhelm was recognized by the U. S. Army, Office of the Inspector General, for conducting “Gold Standard” vulnerability assessments. He was also the recipient of a Presidents’ Award for Outstanding Performance in 2002. He has been a much sought after speaker providing training, education and awareness for diversified groups and laboratories domestically and internationally.
Previously, Mr. Wilhelm has been the president of a security consulting firm providing security planning services to corporations, public utilities, financial institutions, manufacturing entities, government organizations and secondary/post-secondary schools throughout the mid-west. During this time, Mr. Wilhelm developed the comprehensive security plans for Cleveland’s Jacob’s Field (baseball stadium), surrounding Gateway neighborhood, Rock and Roll Hall of Fame and Museum, Great Lakes Science Center and The Cuyahoga County-Cleveland Port Authority.
Between 1985 and 1994, Mr. Wilhelm served as a Security Manager at TRW World Headquarters, responsible for government security compliance, additionally held the position as chairman of the company’s world-wide security policy and executive protection committees. He also was the security planner and implementer for the US-Japan Business Council Meetings and U. S. Conference of Mayors Meetings.
Mr. Wilhelm was awarded with the professional designation of Certified Protection Professional (CPP) in 2001. He has studied biology, pharmacy, law enforcement, security management and history at Cuyahoga Community College, Kent State University, Ohio State University, North Carolina State University and Western Illinois University, along with a host of related professional symposiums over the last 30 years. Mr. Wilhelm is a member of American Society of Industrial Security (ASIS International), American Biological Safety Association and Infra-Guard. Mr. Wilhelm also served as a police officer in Cleveland, Ohio area for 10 years in patrol and sex crimes detective divisions.
